Something really neat about Balmung is I know people who have transferred over for ONLY PvE and they come and look at the world and are just taken aback by how much RP there is.
I've not met a PvER who's had an issue with the RP. In fact, most I've talked to said they prefer it because it makes the world feel so 'alive' and a lot of them end up trying it themselves.
