It's just concept art. The same way we have a bunch of different Au Ra designs, some of which eventually made it into the game.
Yoshi-P was allegedly pissed when someone leaked the Viera concepts, because it's fed hope into players since then. It's not likely. All of the playable races in FFXIV are seemingly separate from the other titles in full, save for Hyur=human and that they mostly resemble FFXI races. Getting Viera seems about as likely as say, getting Ronso from FFX or Qu from FFIX, just, people -really- want Viera added.
