As for levels, it's not my experience that people really put any emphasis on levels. Level 15 is good to reach for a start since you can then take the airships to the three ARR city states (so not Ishgard) and that gives you more possibilities in terms of where to be.Â
There's quite a lot of glamour items at level 1 (you don't have to glamour them, the glamour system just lets your pve gear look the way you want it to), as well as the usual gear can be mixed and matched into things (You can also get gear from the Grand Company you pick) that look decent. Some of them cost a fortune and others are cheap - it may be worth it to save up some gil for the right things. Alternatively feel free to shoot me a /tell in-game, I can craft pretty much everything so I might be able to help you out.Â
