
Recruitment starts out slow in FC's. Joining an FC that hasn't yet established itself is an investment and a gamble, and a lot of people aren't willing to do that. You have to just keep trying until you find people who will give it a chance, and will be patient enough to stick around more than a week. Pulling strangers from outside the FC straight into an officer position is running the risk of getting people who are just power hungry and have no actual ties to your FC (and has all the inherent problems of you not getting to know and vet them well first), and will likely annoy any current members you have. If you don't have enough current members to pull officers from your own membership, then you also don't have enough members to wrangle that you need to appoint officers, I'd say just starting out you could use one officer at most to help. You can get anyone to help sign a FC petition; you don't have to make those people your officers, or even keep them in the FC.
Not necessarily related, but the "FC members can't attack each other when I'm around" rule seems a bit off. I get that you want to avoid the IC and OOC drama with in-fighting, I guess I just don't know how the physical proximity of your character would effect that? Even if your avatar isn't there next to them, even if you aren't online when it happens, if IC drama spills into OOC people will still expect you as the FC leader to handle it, and rightfully so.
