It may be worth noting that the RPC didn't pick/designate Mateus. That was done by users on multiple platforms between here, tumblr, in-game, various discord servers, and even the official forums. The RPC later added sections for Mateus (and Omega) after there appeared to be a general consensus among players that they were going to work on building up RP there.
...there was a bit more of a push for choosing Omega as an EU server, but that's because it was new and was either going to be Omega or another new server (which we later learned would be Louisoix).

Should one or more RP servers start to hit that critical threshold of having a sustainable RP population / enough FCs/Linkshells/Events to benefit from their own hall sections, RPC will add them in. (This again, requires that people are actually working on building it up to be sustainable, as had once happened on Gilgamesh [although a sustainable RP population there seems to have vastly declined] and later on Mateus, even though we'd previously heard of RP offerings on Siren and Jenova by multiple groups.)
Suggesting people to group on similar servers tends to do the above. Similar to how people continued trying to get into Balmung long after creation was closed. It's generally not as simple as saying "go RP in/at/on _____" unless people see activity there. (Whether forum/discord/in-game/whatever.)
