While Val wouldn't necessarily join, I think it'd be a GREAT idea for this to happen. It kind've fosters a lot of good RP, both for the community and the villains/negligent on the server.
That being said, I also recall the Guard in Stormwind and remember them running about and doing a lot. The only problem would be the things that supposedly plagued them, such as favoritism and elitism and all that good stuff. I say supposedly because I honestly wasn't in the guild, nor do I know the truth of the rumors that inevitably surfaced.
All in all so long as someone could keep it fair, I think it'd be great. Also, should someone have the need or desire to capture Val, I have no problems with him staying in as long as he needs/has to. I have alts for a reason, after all =)
