This is the only problem I see. From past experience, I venture at least half the people who play lawless characters do it because they enjoy keeping their characters forever above the law and never having any consequences for their crimes. Regardless, it's a good idea and certainly worth a try. It could create a lot plotlines and drama for RP, as well as add some realism to the world. I hope it works out!
