As everyone else has said there is no reason you can't be born anywhere you wish or be an arcanist. If you're going for a traditional keeper I would say it's safe to assume that they are mostly born in the Shroud. But that doesn't mean that she can't leave to explore other lands.
Another idea for casting spells is having to rely heavily on her grimoire for her spells. It's just an idea I've seen a few people mention when people want to play a struggling caster. It is by no means required that you do it.
