As for the actual legal authority of a Free Paladin, I think it's just whatever you want it to be. Some would have almost no connection to the actual Sultansworn, while others probably think of themselves as more of Reserve members, who return when they are needed.
I do think that in order to keep with the spirit of Erik's LS, the Free Paladins should be very willing to step in if say Immortal Flames are called and such. I don't see a Free Paladin being in the IF LS if the Paladin isn't willing to take up arms for the Free Brigade under Swift.
