Â Though he is tolerated in the city as leader of the Ghost Wolf Dancers (whose presence is diminished by his reputation there) and though he has business interests in Ul'dah aplenty (far more than Gridania), Orleans is seen as being a relatively soiled figure. Â Most of the Ul'dah government and plenty of its upright citizens view him as a dangerous criminal yearning to be caught.
This is complicated somewhat by the presence of Ala Mhigan refugees, which form the source of Orleans' personal dislike of Ul'dah politics and also form a sort of support network for his use. Â Ishgard seems to not know what to do with Orleans, as he seems to represent much of their problem with all adventurers. Â He is an incredibly talented warrior, and has spent much time in Ishgard with the Dancers in their capacity as tribal hunters and sellswords. Â In that area, he's been markedly effective.
However, his seedy background, criminal reputation, and his penchant for identifying with the underclass has also brought his reputation as a criminal operator that stirs up discontent to fuel his enterprise. Â So the word that reaches most adventurers are that the group is almost certifiably insane in engaging enemies well beyond rational combat, but that Orleans is someone to call when you need people to engage in dangerous combat with even more dangerous enemies.

Â With his eternally clean hair, expensive walkabout clothes, card-playing habits, and "business acumen", he isn't seen as the dirty murderer he is sometimes called elsewhere. Â Very often, adventurers approach him as a salesman instead of a warrior, someone you can trust to charge into the battlefield but might weave around the muddy puddles. Â Though it doesn't seriously affect how much work comes his way, it very often affects the type of work that comes his way.
