Do you know if steam account users can use their wallet to pay for a transfer? If so how much does it cost?

I noticed Gilgamesh is locked and Balmung is labeled as legacy. . . so, do these two servers ever open up anymore? Like in the morning / wee hours of twilight? I hope this isn't considered spam or something people are tired of being asked.
