To get into Balmung, the most reliable way to get in is to pay that $18 server transfer. I know it's a huge hassle and may be a bit costly.

I wish I could do that. Unfortunately, I don't really have the money to spare on a game I already forked out $15 to play just recently. So I'll have to wait.
