Kuro-Hebi

The Fèng Huáng Yǐng [or Phoenix Shadow] is a crime syndicate walking the morally gray line between right and wrong. They aim to keep the balance, to nudge events or peoples in certain directions, buying and selling information, or even ending a few lives if necessary in the grand scheme of things. Their other ‘activities’, also semi-legitimate, help funds the syndicate and pay its members and workers. Yakuza inspired, family-style criminal organization.
