It is more or less always closed for new character creation though, as it is so heavily populated. Your best bet is to check straight after a maintenance as the servers come up. The only other alternative is to make a character on another server and then transfer it to Balmung after 3 days have elapsed, however this costs real money. There are RP communities on other servers as well, I believe I have heard Jehova mentioned a few times. Welcome aboard to the RPC Link to comment

A lot of other servers have small RP communities, though, but Balmung is by far your best bet. Link to comment
