Absolutely. The villains are pretty much about level 15 anyway It does not matter to us how leveled people are, just show up with a desire to RP.

Depends on if you want to be on the hero side or the villain side. Contact Iron Sea to be a hero, or you can contact myself, Askier, or Osric to be a villain. Any of us can be reached here on the forum or in game.
