Oh I am on Windows 7. All updates done. Have rebooted. So my version of explorer should be up to date even if I use chrome

I googled the error code, and apparently some people with the problem have had success by deleting the files that the launcher directory points to so that they can re-download.
If that doesn't help by itself, check to see if the folder is read-only as well, as that may have something to do with it according to other accounts.
