Dalmascan/Rabanastran Character?

After finally completing the Royal City Of Rabanastre raid last night, I got the idea in my head of a character from Rabanastre or even just Dalmasca in general. 

 

I guess my questions are as follows:

1. Is this a thing that can happen?

2. Is it possible, but would it be a little too out there as things stand lorewise?

 

I’ve already skimmed (lightly skimmed, I should really say, it’s like 2:30 here) Sounsyy’s writeup on Dalmascan lore but if there’s anything that you all would suggest I’m all ears. Thanks in advance!

It's totally possible of course. We are also starting to get a reasonable amount of lore on Dalmasca and Rabanastre. Keep in mind that Rabanastre was the seat of the imperial regional authority under garlean occupation (which still continues so far) until the uprising caused by the Doman liberation got crushed and the city razed recently.
