I heard rumours about an event but I have no idea how to start it. What exactly is needed?

The event is the Moonfire Faire, and it's apparently live right now.

This is actually an event and you can get swimsuits but I'm not sure how or what level you have to be.

You need wet bombard ash. 90 will get you all of the swimsuits, but you can get a top and bottom for 6 ash or 30 ash. There's a fate in the Costa del Sol area that has it and one around Camp Drybone. There might be others as well. You take the ash to any of the starting cities. In Gridania it is at the amphitheater. In Limsa it is at the Aftcastle. In Ul'dah it is in the strip by the Adventurer's Guild, where the mail moogle is.

Well, turns out I had nearly 200 of the ashes. So... Anti got ALL the swimsuits, and several of my other characters are getting them, too.

 

 

Definitely not something Antimony would wear in character. Wish there was a classy one-piece suit.

Are the items soulbound? Wait... Soulbound doesn't exist in here does it? 

 

So can you get them off the markets or trade them to alts somehow?

There's actually a couple of different "soulbound" concepts in XIV. At the most basic level, once you get even a single point of spiritbond for a piece of equipment (i.e., the first time you do anything game mechanics-related in it), it becomes untradeable and is in the "Binding" status. Second, many items -- especially fancy dungeon drops, like the Aetherial items -- are flagged "Untradeable". "Binding" is sort of like bind on equip, whereas "Untradeable" is the equivalent of bind on pickup.

 

I haven't been in game to look at these items since the event went live, but I wouldn't be surprised if they were Untradeable. Certainly, after you wear them into combat (or gathering, or crafting), they become untradeable due to spiritbond.

Even more hilarious, you can't discard them. I accidentally bought a male bottom piece on Antimony and it is now stuck in her inventory forever, unable to be destroyed. Not good!
